Current or former qualified submariner, or U.S. Department of Defense recognized spouse or child; at least 6 years active duty in submarine service or 8 years in submarine support billets; minimum 2 years of active-duty submarine or submarine support service while permanently assigned to a Hawaii-based command; honorable discharge for retired/discharged veterans.
