Eligibility & requirements
For graduating seniors of the three Portsmouth public high schools who are in the upper 20% of their class, show financial need, and will attend an accredited Virginia college or university; renewable for four years with a 2.5 GPA and full-time enrollment, applied for through the school's scholarship counselor.
